台湾大学法学学士、硕士，德国慕尼黑大学法学博士，中央研究院法律所筹备处研究员，国立清华大学科技法律研究所教授，中华民国中央研究院法律学研究所研究员，曾任国家通讯传播委员会委员。现任新加坡管理大学法学院教授、千人计划中国人民大学法学院教授、博导等.
Bachelor of Laws and Master of Law from National Taiwan University, PHD of Law, University of Munich, Germany, Research Fellow, Institute of Law, Academia Sinica, Professor of National Institute of Science and Technology, Tsinghua University, Institute of Law, China Central Academy of Sciences Researcher, former member of the National Communications and Communication Committee. He is currently a professor at the School of Law of the Singapore Management University, a professor of the Renmin University of China and Doctoral Supervisor.

3、严圣 先生Mr.Yan Sheng:
派富专利技术投资运营有限公司创办人, 兼新智发明中国区非执行董事长。曾任高智发明中国区总裁（高智是全球最大的专利技术投资运营基金），严圣先生曾供职于多家世界顶级金融机构，包括在彼时全球第六大企业暨最大保险公司美国国际集团AIG金融产品公司（AIG-FP）担任董事总经理兼中国区负责人， 在美国第六大银行波士顿银行担任董事总经理兼分行行长，在雷曼兄弟公司担任高级副总裁和在中国银行总行及纽约分行担任副处长和外汇资金部副经理等职务。
